What is the Medicare Safety Net?

The Medicare Safety Net is a government initiative designed to provide additional financial support to individuals and families who spend a significant amount on out-of-hospital medical appointments and tests. Essentially, it acts as a safety net that kicks in once a patient's medical expenses reach a certain threshold during a calendar year (1 January to 31 December). Once this threshold is crossed, the government increases the Medicare benefit for eligible services, reducing the patient's out-of-pocket expenses.


Coverage and Limitations

Services covered by the Medicare Safety Net include visits to general practitioners, specialists, services provided in private clinics and private emergency departments, and various pathology and diagnostic tests. However, it's essential to note that some services are capped, meaning there's a limit to how much you can claim.

It's important to inform your patients that the Medicare Safety Net does not apply to medical services received in a hospital setting, including day surgery.


How the Medicare Safety Net Works

Patients can qualify for the Medicare Safety Net individually or as part of a couple or family. Medicare calculates a patient's out-of-pocket expenses each calendar year, which is the difference between what you charge and what Medicare typically covers.

Once a patient's out-of-pocket expenses exceed a specific threshold, they become eligible for higher Medicare benefits. The more they spend, the more they can claim back. Families benefit from combined costs, reaching the threshold sooner, and Medicare will notify them when they approach the threshold.

Patients can check their Medicare Safety Net balance at any time through their Medicare online account or the Express Plus Medicare mobile app.


Registering for the Medicare Safety Net

For individuals, registration is automatic once the threshold is surpassed. However, couples and families need to register only once, and the Medicare Safety Net will apply to everyone listed on the Medicare card. They can register by downloading the form or by calling the Medicare general enquiries line.

For Medicare Safety Net purposes, a family includes married couples, couples in de facto relationships, with or without dependents, or single individuals with dependents. Dependents are those financially supported by the family and can be children under 16 or full-time students between 16 and 25.


PBS Safety Net

We'd also like to inform you about the Pharmaceutical Benefits Scheme (PBS) Safety Net. The PBS subsidizes the cost of medicine for most medical conditions. Patients who spend significantly on PBS medicines in a calendar year may reach the PBS Safety Net, which reduces their medicine costs for the remainder of the year. Patients can apply for a PBS Safety Net Card when they reach the threshold.


On 1 January 2023, the PBS Safety Net thresholds were updated to: $262.80 for concession card holders and $1,563.50 for everyone else in Medicare
